Command, Authorities, and Deconfliction

This lesson addresses the seams where technically sound campaigns fail: ambiguous command, slow approvals, conflicting operations, fragile partnerships, and poor records.

Define decision rights before the window opens

Specify who sets objectives, owns intelligence, validates targets, approves capabilities, accepts risk, executes, monitors, aborts, communicates, and assesses. Use named roles and alternates rather than “leadership.” Distinguish command authority, legal approval, technical release, and partner concurrence. A fast domain still requires accountable decisions.

Pre-plan bands: actions allowed under standing authority, actions requiring escalation, and prohibited actions. Attach conditions and expiry. Build an emergency path that preserves facts, legal advice, and logging. Rehearse loss of communications and conflicting orders. Operational security includes protecting the decision process from compromise and preventing premature disclosure through tickets, calendars, vendor support, or broad collaboration tools.

Deconflict globally and preserve trust

Cyber maneuver may traverse third-party infrastructure, overlap intelligence collection, affect another command’s plan, or expose a partner. Deconfliction must cover targets, accesses, capabilities, infrastructure, timing, data, communications, and anticipated effects. “No conflict found” is time-bound; recheck when the target or plan changes.

Share the minimum sufficient detail through protected channels, but do not use compartmentation to hide material risk. Record non-concurrence and its resolution. Establish partner caveats, notification triggers, public-affairs posture, incident ownership, and remediation responsibility. After action, capture command latency, missed handoffs, duplicate collection, avoidable exposure, and partner impact. Process learning is a campaign effect: a force that normalizes approvals and trust can operate more safely and quickly next time.
