Recognizing the limits of public information

Public information has inherent limitations. The absence of evidence does not always mean the absence of activity. A lack of public reporting may indicate that nothing occurred, that information was not released, or that available sources do not provide visibility.

Similarly, the presence of information does not guarantee importance. A widely shared claim may still be inaccurate or irrelevant.
